Hippos ATG announces Finland licence ahead of market launch

Hippos ATG, the joint venture between Swedish racing operator ATG and Finnish racing body Suomen Hippos, has secured a gambling licence in Finland. This positions the company perfectly for entry into one of Europe's most hotly anticipated market liberalisations. The five-year licence clears a major regulatory hurdle before the market's scheduled launch on 1 July 2027.

Regulatory Milestone for Nordic Expansion

Finland's move away from its state-owned monopoly gambling regime represents a significant opening. New licensed operators will now compete against incumbent Veikkaus and the substantial grey market that's thrived under the previous restrictive framework. Around 80 companies have submitted applications for licences, though market observers have flagged a potential oversaturation issue given Finland's population of 5.5 million.

Hippos ATG's approval comes as the second publicly confirmed licence grant. Malta-based Wildz Group announced its successful application in October, though Finland's National Police Board, which oversees the licensing process, has yet to make official confirmations.

Building From Scratch in a Crowded Field

The joint venture's leadership struck an optimistic tone following the announcement. CEO Mikael Bäcke emphasised the company's confidence in meeting regulatory requirements and flagged the licence approval as essential for operational planning. The company now plans to intensify focus on product development and finalising its operational structure.

When the market launches, Hippos ATG intends to operate under the ATG brand, leveraging the Swedish operator's established recognition. The venture will deploy ATG's proprietary gaming platform, a decision the company has described as operationally and financially efficient.

The Competitive Landscape Takes Shape

The Nordic expansion presents both opportunity and challenge. Established players including Veikkaus and offshore operators already active in the grey market possess existing customer databases and brand awareness. New entrants launching in 2027 face a competitive field where these incumbents hold real advantages. Antti Koivula, Hippos ATG's Chief Compliance Officer, highlighted this uneven starting position at SBC Lisbon in September, noting that companies "starting from scratch" will face headwinds against established competitors.

Industry analysis suggests the grey market's substantial size offers meaningful channelisation potential. This could offset concerns about the sheer volume of applicants competing for market share.
