Strict Legal Boundaries

The woman, identified by surname So, faces charges of promoting or facilitating bookmaking. Conviction could mean up to seven years in prison and a fine reaching HKD 5 million (around $638,000). She was released on bail following her initial court appearance in West Kowloon District.

Hong Kong’s gambling laws are pretty unambiguous: all forms of betting are prohibited except through authorized operators. This extends to offshore platforms. Even though Macau operates a thriving legal casino industry just across the border, Hong Kong maintains its prohibition. Prosecutors allege So promoted a website offering sports betting, slots, table games, live dealers, and esports wagering. The platform actively marketed itself to Asian users and positioned itself as a major gaming brand.

So’s legal team has mounted a defence based on her claimed belief that the operation was legitimate. They also argue the platform didn’t accept Hong Kong customers and maintain she didn’t knowingly participate in illegal activity.

Prosecutors see it differently. They say So only recently began promoting the site across her social media accounts, where the platform listed her as an official promotional figure.

This case reflects growing enforcement action against offshore operators using influencer partnerships and digital advertising to reach Asian markets. Hong Kong authorities have consistently warned that promoting or facilitating access to unlicensed gambling services violates local law, regardless of where the operator is based.
